Revoke a personal access token

https://api-staging.pixwel.com/api/personal-access-tokens/{id}Revokes the token immediately. Only the owning user can revoke a token; anyone else gets a 404. Service accounts cannot revoke their own tokens — that is the responsibility of their group's managers.
